The Beirat is the only one that can allow the creation of a new Continent.
IF the Beirat agrees and the new Continent is born, the Diectorat can make a exemption to the Rule of the veto-State proximity, allow a State to settle on the new Continent without a veto-State nearby .
That State wish has been given that allowance to settle there then becomes the prime veto-State.
